DHH Delivers Work Report on Legal Advice to the Embassy of PRC in Russia

At 15 pm of March 10th, 2018 Moscow time, Chairman of the Board of Partners of the DHH Luan Shaohu, together with Director of the Moscow Office of Beijing DHH Law Firm Yuan Yi and Deputy Director Li Luping, went to the Economic and Commercial Counsellor’s Office of the Embassy of People’s Republic of China in Russia Federation and delivered work report on legal advice to the Minister Counselor Li Jingyuan and the Director Han Tianyan, on the subject of serving and safeguarding the bilateral investments between China and Russia.
Chairman Luan Shaohu said that DHH has been the legal counsel of the Chinese Embassy since 2017. After that, especially after becoming the perennial legal counsel of the Economic and Commercial Counsellor’s Office of the Embassy, DHH has been dedicated to providing legal advice of high quality and efficiency to the Embassy and enterprises inquiring the Embassy. DHH started to build a “friendship circle” of Russian lawyers since November 2017 and has sent invitations to the top 100 law firms on the authoritative list of Russian law firms. By initiating communication through legal profession forum, holding negotiation over cooperation and development, as well as promoting cooperation in various cases, DHH established a bank of collaborative local lawyers at various levels and extents. Based on the different scales, industries, and legal needs of Chinese investment enterprises in Russia, cooperative law firms of three levels were established in order to provide efficient and concrete legal services for different Chinese clients. Moreover, as a Chinese law firm who knows well about the needs of Chinese clients, plus the acquaintance with Chinese law, Russian law and international law, the Group built a bridge between Chinese clients and local law firms.
Meanwhile, Chairman Luan Shaohu and the Director Yuan Yi respectively reported on the management and operation of the Expert Advisory Committee of the Legal Industry Chapter of Chinese Chamber of Commerce and the Law Firm Association. The Expert Advisory Committee is composed of outstanding jurists from China and Russia. In addition to daily consultations, the Committee also concentrates on providing legal advices on the diplomatic notes of both governments when disputes occur between the two countries. As for the Law Firm Association, it could provide all-round and precise legal services for Chinese investment enterprises in Russia, taking use of its high-quality resources of Chinese and Russian law firms.
Utilizing the resources from cooperative law firms in Russia, the DHH will launch a one-week campaign of free legal advice targeting at Chinese enterprises in Russia in the form of public lectures and non-public consultations. The event will also aim at consultations on some historical issues in investment area.
The Minister Counselor Li Jingyuan offered high admiration for the DHH, stating that the work done by the Group made sufficient preparation for the Chinese enterprises to go abroad. He pointed out that it is the implementation of historic mission of everyone that shows the sense of national mission. In that case, the role played by of DHH Law Firm specifically displays the historical result of the strategy of “going out”. Inspired by the bold innovation of the DHH, the Embassy hopes to offer effective, all-round, refined and precise legal services to Chinese enterprises in Russia, in order to ensuring the enterprises to expand their business in Russia without any concerns. He also claimed that the Embassy will strongly support for the coming campaign of free legal advice.
The General Secretary of the Russia Chinese Chamber of Commerce, Ms. Fu Jiuyun, also attended the conference.
