We Visits Belgorod

Belgorod, whose name means “white city” in Russian, is a small and tranquil city in the south of Russia, which is not cold in winter. However, at the beginning of March this year, it experienced several unusual heavy snowfalls. After the snow, Belgorod was particularly clean, welcoming its Chinese guests in a silver ensemble.
From 4th to 6th in March, 2018, Chairman of the Board of Partners of DHH Luan Shaohu led a delegation to visit the capital city of Russia's Belgorod State, Belgorod City. The visit was arranged by the governor of the state, with the reception organized by Bazhinov & Partners law firm. The delegation members had high-level talks with the state-level and municipal leaders respectively.
On the morning of March 5th, DHH visited Bazhinov & Partners law firm. The head of the law firm, Mr. Mikhail, whose family has been engaged in legal profession for three generations, has accumulated extensive social network in Belgorod State, Belgorod City, and even Russia, with rich experience in legal practice areas closely related to trade and investment including taxation, company setting-up, etc. On behalf of the delegation, Chairman Luan discussed with Mr. Mikhail and his team about the cooperation, proposing that both of them should join the association of each other in order to strengthen their cooperation and connection. Mr. Mikhail also expressed his welcome to the establishment of a representative office of DHH in Belgorod to enhance their cooperation.
On the afternoon of 5th March, during the meeting with the deputy governor of Belgorod State, the delegation learned that, as a major agricultural province, Belgorod is rich in black soil, which accounts for one-third of the land. Meanwhile, Belgorod is also the largest state of producing beet and processing sugar. Agriculture is dominated by meat and dairy industry, poultry farming, and apiculture. In addition, the state has abundant iron mine resources as well. Considering the food safety issues in China at present, Chairman Luan Shaohu suggested that Belgorod could find a place in the Chinese food market, taking advantage of its highly developed agriculture and religious belief, as well as the promise of GMO-free. Afterwards, the delegation visited the Russian-German plant of ZMS-Technology in Belgorod. After listening to the introduction of the production, processing and export of the meat-packing plant of ZMS company by the director, Chairman Luan introduced the intention of cooperation and investment from Chinese enterprises and proposed to cooperate to establish the concept of food safety.
On the morning of March 6, chairman Luan Shaohu made a discussion with Mikhail Savchenko, the First Deputy Mayor of Belgorod City and serving concurrently as General Manager of the Company Development Corporation. The 29-year-old young Deputy mayor is mainly responsible for the analysis of urban development prospects and investment planning, seeking and attracting investors in the main economic development areas, assessing and selecting investment projects implemented in Belgorod, assisting in the preparation of investment project, supporting investment projects in major economic fields, developing international cooperation, learning and promoting modern international experience, assisting in improving investment environment of states (protection of interests of investors), constructing the positive image and investment attraction of Belgorod, and managing the Investment Platform of Belgorod. This will undoubtedly breathe new life and vitality into the small town.
At present, the State Government of Belgorod is promoting the strategy of vigorously expanding regional cooperation and the scope of cooperation with foreign countries, among others, of course, including cooperation with China. Nevertheless, there are no formal official exchanges between the state and all provinces of China. Chairman Luan also inquired in detail about the preferential policies of investors in Belgorod State, and received a clear response of state-level and municipal leaders that governments of both Belgorod State and Belgorod City will certainly provide benefits and convenience for Chinese investors within their authority except the Preferential Policies for foreign investors expressly stated by governments, although, for Chinese investors, the Belgorod region is still a blank sheet currently.

The visit to Belgorod by the delegation of DHH will undoubtedly build a new bridge for the friendly intercourse between cities of PRC and Russia and even between the two countries.
