DHH Washington DC Law Office Hosted CCPIT Legal Affairs Delegation at the 5th China Law Express

From September 18 through 28, 2017, the CCPIT delegation visited institutions and law firms in Washington D.C. and New York to deepen understanding of trade dispute resolution and intellectual property protection. DHH Washington DC Law Office was appointed as its host firm in D.C. to deliver a panel discussion on these very matters. In addition, leveraging on DHH’s expansive networks in Washington D.C. and New York, DHH also arranged business meetings with associations and US law firms.
On September 21st, 2017, the 5th China Law Express was successfully held at the Ronald Reagan Building. Partner of Beijing DHH Law Firm and Executive Director of Washington DC office Mr. Liu Xinze, Business Director Mr. John Tang and Marketing Director Ms. Sha Zhu hosted a special delegation from China Council for the Promotion of International Trade (“CCPIT”)’s Legal Affairs Department.
Executive Director Mr. Liu first introduced his decade long practice in anti-dumping, anti-trust, countervailing duties, Section 337 investigations, trade remedy, and cross-border M&A etc. He has represented several Chinese domestic enterprises to file anti-dumping applications to China Ministry of Commerce and represented anti-dumping cases initiated by almost 20 countries. He is very familiar with the market condition and industrial development in China, as well as accounting issues related to international trade. Mr. Liu further elaborated the comparative advantage of DHH Washington DC Office in handling cases of this nature, including, but not limited to, familiarity with court procedures, abundant experiences in collaborating with foreign law firms, and strict application of cost control, etc.
Mr. Tang began by introducing common issues Chinese companies face when first entering the U.S. market, such as CIFUS and FCPA, site selection and incorporation, accounting, and payment collection. Due to the different legal regimes in China and the U.S., Chinese companies have to learn local laws and be compliant with local regulations. For instance, many companies are not aware of the managerial and taxation differences between LLC and Corporation, which can significantly impact their business.
Ms. Zhu introduced the establishment of DHH Washington DC Office and its practice areas. Furthermore, DHH is an active member of the China General Chamber of Commerce, has established strong relationships with the Economic Affairs Section of Chinese Embassy, US China Business Council, National Association of Manufactures, etc. As Chinese companies become more sophisticated in their needs for legal services and government relations, DHH Washington DC thrives to pioneer the effort and represent the collective voice of Chinese enterprises.
Towards the conclusion of the seminar, the head of the CCPIT delegation announced an exciting news: Beijing DHH Law Firm becomes the one and only Chinese law firm winning three bids in CCPIT’s legal service provider database, the three categories are: trade dispute and remedy, intellectual property rights protection and cross border conflict resolution. It is an honor as well as a responsibility for DHH to continue in serving Chinese business interests internationally.

She also shared USCBC’s viewpoint on changes in US-China commercial relations under the Trump administration.
In the afternoon of September 21st, the CCPIT delegation visited US Chamber of Commerce and was hosted by Director of China Center Ms. Jocelyn Chan and Mr. Matthew Margulies. Ms. Chan introduced the long-standing collaboration between CCPIT and US Chamber, especially in the areas of trade and IPR enforcement.

In the morning of September 22nd, the CCPIT delegation visited Baker Hostetler law firm and had in-depth exchanges with experienced practitioners in Section 337 and 301 investigations, CFIUS, trade remedies and trade disputes resolutions.
In the afternoon of September 22nd, the CCPIT delegation visited Covington & Burling LLP. Three panels were organized by former high-ranking government officials and experienced partners, including Robert Wang, Alan Larson, Gina Vetere, James McCall Smith, Peter Lichtenbaum and Spethen Rademaker. The panels started off with an overview of US-China trade environment and discussed Section 201, 232, 301 and 337 investigations in detail.
