DHH Chairman of the Partnership Meeting Luan Shaohu Gave Lecture to China Tobacco Legal Risk Control Training Group

On September 11th, 2017, DHH Chairman of the Partnership Meeting Luan Shaohu and DHH Washington DC Law Office Executive Director were invited to give lecture to China Tobacco legal risk control training group in International Legal Institution (ILI) based in Washington. China Tobacco training group had 25 persons, they would have a training for one month in US. This training group was designed to learn legal environment, legal requirements, experience and risk circumvention for Chinese enterprises to make investments in US.
Chairman Luan pointed out, the control of legal risk must be ahead of everything, and it should include both people and matters to be a comprehensive risk control system. Chairman Luan suggested that Chinese enterprises which set up offices abroad should establish “three in one” compliance department which consist of supervision board, audit supervision and legal counsel. The legal compliance departments in home and abroad should coordinate seamlessly with each other. Chinese enterprises should fully use local resources like purchasing external human resources, and cooperate friendly with national embassy, investment government and chamber of commerce. At the same time, compliance departments shall have double responsibilities, they are responsible for both domestic board of directors and companies in the country of investment. The goal for enterprise is to go outside with investment and be able to respond immediately to investment risk. The suggestions from Chairman Luan covered the most important points and won continuous applause.
Other lecturers were former CFO of the US Department of Labor Mr. Samuel Mok and the US – China Policy Foundation Executive Board Member Larry Lee.
