DHH Washington Law Office Successfully Hold #4 China Law Express

On August 25th, 2017, the fourth China Law Express featured two DHH speakers: Ms. Qiu Yuxia, the Chief Representative of DHH Toronto Office and Senior Partner of Beijing DHH Law Firm, and Mr. Leng Shuai, Partner of Beijing DHH Law Firm and a founding member of DHH Xi’an office, opening soon. More than 30 frequent and new audience attended the seminar and had lively chat with the two speakers.
Ms. Qiu Yuxia is a DHH veteran with extensive experiences in foreign direct investment, cross-border M&A, project finance, corporate bankruptcy and reorganization, litigation and arbitration. Her presentation, “New Negative List of Foreign Investment and Issues Shall Be Addressed before the Venture”, introduced The Catalogue of Industries for Guiding Foreign Investment (2017 Revision) (“2017 Catalogue”) jointly promulgated by the National Development and Reform Commission and the Ministry of Commerce on June 28th, 2017. It indicated the start of formal application of The Foreign Investment Negative List nationwide. 2017 Catalogue eased several restricted categories, added four prohibited categories and six encouraged categories. As a result, a variety of industries are now open to foreign investment.
Mr. Leng Shuai has extensive experience in cross border M&A, international dispute resolution, foreign investment and international trade. His presentation, “National Security Review of Foreign Investments in China – A New Dimension of Chinese Foreign Investment Law”, started with The Draft of Foreign Investment Law of PRC effected on January 19th, 2015. He introduced the legal framework, legal issues covered by this topic and influences on foreign investment. He also used high-profile cases to illustrate the factors of national security review.
