In the autumn of 2013, President Xi Jinping successively put forward the major initiative of building "the Silk Road Economic Belt" and "the 21st Century Maritime Silk Road". This is when the "Belt and Road" initiative, important practical activities to promote the community of shared future for mankind was born. As a border province connecting Russia and Mongolia in the north of China, Inner Mongolia plays an important role in all-round opening up to the outside world. Lawyers in this region bear the responsibility, mission and historical responsibility of the "main force" of legal service cooperation between China, Mongolia and Russia. In this context, in order to actively respond to the practice of the "Belt and Road" initiative and provide useful explorations for the legal services of China-Mongolia-Russia Economic Corridor, the "China-Mongolia-Russia Economic Corridor Legal Service Forum and Hohhot Office of Beijing DHH Law Firm Opening Ceremony" was held in New Town Hotel, Hohhot City. It was sponsored by the Inner Mongolia Autonomous Region Committee of China Association for Promoting Democracy (CAPD), the Inner Mongolia Lawyers Association, Beijing DHH Law Firm and Law School of Inner Mongolia University and Beijing DHH Law Firm Hohhot Office.
A Meeting of Talents and Honorable Guests from China and Abroad
As the saying goes, it is a pleasure to have friends coming from afar. More than 200 people were invited to attend the conference, including the leaders of Beijing DHH Law Firm and its local branches, the leaders of the CAPD Inner Mongolia Committee, Inner Mongolia Lawyers Association and Hohhot Lawyers Association, the leaders of Law School of Inner Mongolia University, outstanding representatives from various business circles and lawyers from China and abroad. At the conference, honorable guests Qi Jiang, Managing Partner of DHH, Runsuo Zhang, former Vice Chairman of the CAPD Inner Mongolia Committee and Director of Supervision Committee, Nasheng Zong, Vice President of Inner Mongolia Lawyers Association, Jizhen Duan, Vice Secretary of Law School of Inner Mongolia University, Xiaodan Lu, and President of Risk Control of Bole Qinlima Group took the stage to give a congratulating speech. The guests wished the China-Mongolia-Russia Economic Corridor Legal Service Forum and the Opening Ceremony of Beijing DHH Law Firm Hohhot Office a big success. After the guests' speeches, Degang Wang , Director of Beijing DHH Law Firm Hohhot Office expressed his gratitude to all the guests for their great support.
At 9: 35 AM, the inauguration ceremony of Beijing DHH Law Firm Hohhot Office kicked off with President Qi Jiang, Director Runsuo Zhang, Vice President Nasheng Zong, Vice Secretary Jizhen Duan and Director Degang Wang jointly cutting the ribborn.

Legal Thinking, Shining Talents
After the opening ceremony, guests from China, Mongolia and Russia made keynote speeches on the new situation and new problems in the legal services of the China-Mongolia-Russia Economic Corridor.
Jie Liu, Senior Consultant of Inner Mongolia Foreign Trade and Development Co., Ltd., gave a speech on the "Sino-European Railway Development and Legal Issues Encountered in Russia and Mongolia". This speech outlined a series of reasonable countermeasures to the legal problems such as the lack of the validity of the real right of the Sino-European Railway Waybill and the unclear definition of carrier and operator's liability in international railway freight intermodal transport. Ms. Tana, Director of Mongolia Yaxing Law Firm, gave a speech on "Legal Risks Prevention in Mining Industry of Mongolia". Ms. Tana pointed out that at present, the investment of Chinese enterprises in Mongolia continues to deepen. At the same time, legal issues such as conflict of laws, restrictions on foreign investment, environmental protection and labor law have also restricted the investment in Mongolia's mining industry. Lawyer Tana put forward practical legal advice on the above legal issues based on practice.
Sergey Borovskiy, Executive Vice President of DHH, delivered a speech on the topic of "Latest Changes in the Russian Investment Climate". Mr. Sergey Borovskiy carefully analyzed the latest legal risks of Russia's investment environment and mentioned that international investment is a coexistence of challenges and risks. If we want to do an efficient, steady and long-term international investment, we must attach great importance to investment risk prevention. Yi Yuan, Chief Partner of Beijing DHH Law Firm Moscow Office, gave a speech on "Russian Investment Environment and Legal Service Practice", providing a detailed analysis on Russia's good investment environment, complete investment laws and industry regulations, and the legal service practice of Chinese investment in Russia through case study.
Following the keynote speech, the round-table forum was organized by four speakers, together with Gulnur Nurkeyeva, Director of Chinese Business of Grata Law Firm, Kazakhstan and Bolormaa Volodya, Partner of the Ulaanbaatar Office, who had an in-depth discussion of investment risks and legal precautions in the legal services of the China-Mongolia-Russia Economic Corridor. The atmosphere of the meeting was warm and friendly, and the panellists were very active.
Legal risks in the construction of the China-Mongolia-Russia Economic Corridor directly relate to the development prospect of Chinese enterprises "going global" and run through all aspects of outbound investment and cooperation of Chinese enterprises. This forum is an important opportunity for the exchange on legal services between China, Mongolia and Russia, and it has brought a profound inspiration to the lawyers present. The discussions among the distinguished guests of the forum on the economic and legal issues of the three countries will promote long-term exchanges and cooperation in legal services among them, deepen mutual understanding among the lawyers, help to provide Chinese enterprises going global with better legal services and safeguard the legitimate rights and interests of Chinese and foreign parties.
At the end of the conference, Mr. Shaohu Luan, Deputy Director of the Criminal Committee of the All China Lawyers Association and Chairman of the Partners Meeting of DHH made a closing speech. Mr. Luan praised the success of China-Mongolia-Russia Economic Corridor Legal Service Forum and the Opening Ceremony of Beijing DHH Law Firm Hohhot Office. He stressed that in the future, we will make full use of the resource advantages of the headquarters to provide manpower and training support for the construction of the branch offices. Beijing DHH Law Firm and the branch offices will cooperate and put all the efforts to provide high-level legal services for the development of Hohhot City.
