On April 13, 2023, in order to promote the healthy and sustainable development of Sino Russian trade norms in Jiayin County, Heilongjiang Province, the County Judicial Bureau presided over a special seminar and exchange meeting on the application of laws and risk prevention in the Sino Russian Border Trade Zone in Jiayin County. The County Port Office, County Office for Russia, and County Transportation Bureau attended the meeting. Lawyer Xuelian WU, Senior Partner of Beijing DHH Law Firm, and practicing lawyer Pengde KONG were invited to attend, and on-site connections were made to Lawyer Yi YUAN, Director of Beijing DHH Law Firm (Moscow) and Legal Advisor of the Chinese Embassy in Russia.
The participants carried out exchanges and studies around Jiayin County's risk aversion and relief of trade contracts in the Russian mutual market. Lawyer Yi YUAN introduced the legal issues related to Sino Russian Border trade, including the application of the applicable law of the contract, the equity restrictions on the establishment of companies with Russia, the qualification review of Russian subjects, exchange rate changes, common legal disputes and risk prevention in trade with Russia, as well as the purchase and sale of goods Provide reminders on common risks in various trade contracts with Russia, such as logistics and transportation. Lawyer Xuelian WU participated in discussions on Chinese border residents operating and developing agricultural production on leased land in Russia, as well as planting agricultural products in Russia. He also put forward relevant suggestions on the follow-up communication and cooperation between Jiayin Port and DHH (Moscow) Office, as well as resource sharing.
This special exchange meeting has provided relevant departments of the Jiayin County government with a certain understanding of Russian trade policies and regulations, and further improved their ability to identify and avoid risks, providing strong legal protection for the development of Sino Russian trade in Jiayin County.
