IP Officers from U.S. Department of Justice Visited Beijing DHH Law Firm

On February 14th, 2019, Counsellor Evan Williams and Adviser Richard Daynes, who are Officers in intellectual property from the U.S. Department of Justice, visited Beijing DHH Law Firm. Representatives from the Intellectual Property group (including Senior Co-Partners Chunhui Fang, Liangyong Liu, Xiantao Song) and the Criminal Legal Affairs group (including Senior  Co-Partner Zhong Zhang and Senior Consultant Yanhong Chen), gave a warm reception to all the honored visitors and conducted an in-depth communication with them on intellectual property, trade secrets and so on. Mr. Williams and Mr. Daynes introduced the trend of IP enforcement in Asia, interpreted the US laws and prosecution procedures for commercial secret crimes. They also expressed their expectation of the criminalization of intellectual property in China and the three-in-one realization of IP in civil, administrative and criminal cases. DHH lawyers shared the institutional framework of IP litigation in China, the general situation of courts in China, and the treatment processes of IP criminal cases, etc. The two sides exchanged practical experiences on intellectual property in China and the United States, which greatly enhanced their understanding of the hot and difficult issues in the trial of IP cases and trade secrets cases in the courts of China and the United States.

Mr. Williams is U.S. Department of Justice Regional Intellectual Property Law Enforcement Coordinator for Asia, coordinating all U.S. intellectual property enforcement actions in Asia on behalf of the U.S. Department of Justice. He has conducted exchanges and training on IP crime detection skills and law enforcement skills in the Asia-Pacific region and provided guidance on specific cases. Graduated from Harvard University and Columbia University, Mr. Williams worked as Senior Prosecutor of Computer & Intellectual Property Crime Bureau, the U.S. Department of Justice, and Attorney for the Eastern District of New York before joining the United States Department of Justice.

Mr. Daynes, US DOJ Resident Legal Adviser, has served as Permanent Delegate of the US Department of Justice in China since July 2018. Besides, Mr. Daynes has worked as Federal Prosecutor of Utah, Head of Office of National Security Crime, Head of the Working Group for Identity Theft Crime, Director of Office of Property Confiscation & Money Laundering, and Head for International Coordination. From 2015 to 2018, Mr. Daynes initiated and organized the “Identity Theft Crime Working Group” in Utah, which attracted more than 30 federal and local law enforcement agencies in north-central Utah to work together to handle mass fraud crimes, organized crimes and drug crimes, etc.
