Beijing DHH Law Firm Washington D.C. Office Attended the BIS 2019 Annual Conference on Export Control

On July 9-11, 2019, the BIS 2019 Annual Conference on Export Control was held at the Marriott Hotel in Washington, D.C. Mr. Liang Mei, Director of Beijing DHH Law Firm Washington D.C. Office, was invited to attend the meeting.
The Bureau of Industry and Security (or BIS for short) is affiliated to the U.S. Department of Commerce and is committed to enhance and maintain US leadership in the field of strategic technology through then enforcement of Export Laws and polices , so that to safeguard national security and achieve the goal of US foreign policy and economics.
This was the 32nd annual conference of BIS, which themed on “Emerging Technology, Trade Strategy and Global Threat". Several topics were mainly discussed, including Committee on Foreign Investment in the U.S. (CFIUS) and Foreign Investment Review Modern Act (FIRRMA), US Section 232 investigation on import, criminal investigation on export control, and the export of encrypted software (especially PQC technology). Director Nazak Nikakhtar of the Bureau of Industry and Security (BIS) delivered a strong speech, stressing the importance of export control to China. However, the conference had not given a clear definition on “Emerging Technology” mentioned by FIRRMA which concerned everyone the most.

In the current environment of escalating global trade frictions, and the trade protectionism gradually becoming the mainstream thinking, the Conference attracted hundreds of representatives of governments, companies, law firms and consulting agencies from major economies around the world.
