Professional Experience:

  Attorney Liu Guimin was selected for assignment to the administrative division of an intermediate court after obtaining his master’s degree at China University of Political Science and Law in 2002, where he presided over a thousand administrative cases. He joined Shandong Deheng Law Offices in 2016, serving as Director of the Administrative Law Business Center and Senior Equity Partner. He has served as perennial legal counsel for over ten administrative agencies and public institutions.

Litigation and Non-Litigation Cases:

  1. Represented a foreign-invested enterprise in an administrative reconsideration case against a the Huangdao District Comprehensive Administrative Law Enforcement Bureau, resulting in the revocation of the “Administrative Decision” ordering demolition within a specified timeframe;
  2. Represented a company in a case against the Qingdao Municipal Bureau of Natural Resources and Planning concerning the recovery of 300 mu of idle land without compensation, ultimately facilitating a settlement between the parties;
  3. Represented a company in a case against the Chengyang District Market Supervision Bureau concerning property management refund orders; the court ultimately ruled to revoke the “Notice Ordering Refund”;
  4. Represented a logistics company in a case against the Laoshan District State Taxation Bureau concerning an order to pay back taxes; the tax authority ultimately voluntarily revoked the back payment notice;
  5. Represented a hotel in a case against the Shibei Branch of the Qingdao Municipal Public Security Bureau for nonfeasance; the defendant ultimately issued the permit to the hotel in a timely manner.
