On September 22, 2025, Tao Guanghui,Senior Equity Partner at Beijing DHH Law Firm, was invited to conduct a specialized corporate compliance management training session for 20 foreign employees from a subsidiary international company of China National Petroleum Corporation at China University of Petroleum. Centered on empowering business operations and safeguarding value, the training integrated international compliance practices with the company's actual overseas business operations, helping foreign employees deepen their understanding of compliance and establish a robust compliance defense line for the company's overseas operations.

During the training, Lawyer Tao Guanghui commenced his explanations by focusing on "Understanding Compliance." He clearly elucidated the core positioning of compliance management, emphasizing that compliance is not a constraint on business development but rather a guardian and enabler for corporate operations. It not only helps companies avoid operational risks and establish a favorable market reputation but also provides solid protection for employees' career security. He explained that the essence of corporate compliance lies in consistency management, outlining four major sources of compliance obligations: laws and regulations, industry standards, internal rules, and ethical norms. Furthermore, he defined the objectives of compliance management from four perspectives—prevention, identification, response, and improvement—and constructed a comprehensive compliance defense system.

In the section on the value of compliance and regulatory trends, Lawyer Tao Guanghui illustrated the importance of compliance from both corporate and individual perspectives. For companies, compliance is crucial for gaining trust and maintaining stable operations; failure to comply can result in financial losses and restricted business activities. For individuals, compliance serves as a safeguard for career security and wealth, while violations may lead to disciplinary actions and legal liabilities. Simultaneously, he interpreted the global trend of long-arm jurisdiction and the mandatory requirements of relevant measures issued by China's State-owned Assets Supervision and Administration Commission, emphasizing the necessity for CNPC to establish a compliance system.

The focus of the training was on international compliance frameworks and their implementation. Lawyer Tao Guanghui introduced the ISO 37301:2021 international standard, explained the core concept of the PDCA cycle, and outlined the path for companies to construct a compliance management system, highlighting the need for management to play a leading role and provide resource support. In light of CNPC's overseas business, he guided employees in identifying compliance obligations, paying attention to compliance risks in high-risk regions and areas, introduced the company's three-line-of-defense governance model, clarified core compliance policies, and reminded them to focus on key risks such as procurement bidding, data privacy, and trade compliance.

At the end of the training, Lawyer Tao Guanghui clarified the roles of foreign employees as communicators, advisors, and radars in compliance management, provided daily work tools, instructed them on identifying risk signals, mastering reporting routes, applying compliance decision-making tests, and reinforced practical skills through scenario-based interactions. The participating employees expressed their commitment to integrating the training content into their work, strictly adhering to compliance requirements, and contributing to the sustainable development of the company's overseas business. This training marked Lawyer Tao's first practical training session on China's compliance management system for foreign employees, reflecting the central state-owned enterprise's emphasis on overseas compliance management and showcasing the achievements made in the legal and compliance construction of central state-owned enterprises.
